Abstract
The paper investigates the state of innovation in the Ukrainian Black Sea region, identifies its major competitive advantages and problems. As one of the tools of overcoming of the negative trends in innovation in the Ukrainian Black Sea region is proposed the implementation of a "triad" innovation policy (science, education, business) within clusters.
