Abstract
The article analyzes the legislative acts in the field of urban planning, compliance with environmental and other requirements for sustainable use and development of territories, including recreational facilities. A study of managerial functions and powers of the executive branch on issues of urban planning and public participation in these issues. The questions of the necessity to develop and implement innovative methods and communicative means regarding the development strategy of recrea-tional areas of Ukrainian settlements, including the introduction of an openness mechanism, timely coverage of relevant draft documents for discussion and public involvement, are highlighted; Improve and improve the order of organization and conduct of public hearings.
