INNOVATIVE DEVELOPMENT OF UKRAINE: CONCEPTUALIZATION OF APPROACHES AND DETERMINATION OF PRIORITIES

Abstract
Purpose. The aim of the article is to study the experience of innovative development of leading countries and develop recommendations for defining scenarios for innovation development of the national economy of Ukraine. Methodology of research. Methods of systemic, theoretical generalization, multivariate statistical analysis and comparative comparison, tabular and graphical presentation of results are used in the course of the study, which allowed the author to determine the nature of the development of 28 countries of the world, to generalize the peculiarities of their economic structure and to formulate scenarios of innovative development of the Ukrainian economy. Findings. It is determined that the leading countries are characterized by a developed innovative ecological system (institutes, infrastructure, science, education, market). It is proved that higher education and vocational training acquire significance along with such traditional factors of production as labor and capital. The tendencies of growth of the contribution to the long-term growth of economic prosperity of the countries indicators of improvement of quality of labor, capital and investments are noted. The degree of influence of the factors “Macroeconomic stability”, “Higher education and professional training”, “Development of the financial market” and “Level of business development” in the innovation development of the countries of the European Union, Ukraine, Middle East, North America, Oceania and Northeast Asia. Originality. The foundations of a new model of innovative development of the national economy of Ukraine are outlined in the article based on empirical generalizations. They are provided by the peculiarities of the influence of factors of economic prosperity on the country’s innovative development. Practical value. Implementation of the scenario of innovative development of the Ukrainian economy, in accordance with structural changes in the global investment portfolio, will help increase the pace of financing of small innovative projects with banks with a short payback period.
