INNOVATIVE PROCESSES IN THE CONTEXT OF THE REFORMATION OF INCLUSIVE EDUCATION IN THE REPUBLIC MALTA (1950-2005)

Abstract

The article presents the experience of innovative processes for the development of inclusive education in the Republic of Malta. This was established during the period of organization of special education for students with special needs (1950-1990). A gradual transition from the dominant medical model of inclusive education to the social one is predominant. It is proved that the development of educational mainstreaming (1990-2000) was carried out on the basis of the principles of the concept of "full integration": accessibility of disabled people to quality education, respect for diversity and inclusion. The key vectors of changes in the context of the formation of a "new model" of inclusive education (2000-2005) are identified: cultural reforms, policies and practices that are of a comprehensive national character and require legislation updating for unhindered development of the philosophy and practice of inclusive education in the Republic of Malta in accordance with the leading inclusive development trends in the international educational systems.
