Abstract
The article is devoted to comprehension of the national legal paradigm of providing state supervision (control) in the field of environmental protection, clarification of administrative legal entity of authorized public administration bodies in the mentioned area, analysis of foreign experience in counteracting offenses in the field of environmental safety and clarifying the prospects of institutionalization ecological police as specialized militarized formation. It was established that the environmental function of public administration bodies consists of the permanent monitoring of the state of the environment, prevention, identification and neutralization of threats in the field of environmental safety. Their institutional failure necessitates the institutionalization of environmental police. Strategic directions of activity of specialized units of ecological police should be timely identification, identification and elimination of threats to environmental safety, administrative prosecution of violators of environmental legislation, detection, termination and investigation of environmental crimes. Given the special social significance and complex nature of existing problems in the environmental sphere, synergy efforts of state and non-state institutions are needed.
