Institute of the state secretaries in Germany: organizational and managerial aspects

Abstract
The article examines the issue of the state secretaries institute introduction in Germany. It highlights the history of its formation. Particular attention is paid to the fact that, depending on the concrete state structure and the corresponding period of history, the tasks, status, powers and functions of the public administration were changed, with which the institute of state secretaries was transformed. The main powers of the state secretary-official (department of the ministry, ensuring its functioning, management of the apparatus, planning of the work of structural units, coordination and control over their tasks, selection of personnel in the department) are disclosed.
