Institutional Development Process of Diplomacy with the Historical Aspect of International Law

Abstract
Diplomacy, which can be defined as act of reconciling the interests within units of international society and in accordance with the international legal norms, has been through various periods until today. This concept, which is grounded in preliteracy before communities had an interrelation with each other, advanced a comprehensive structure with the influence of Greek City States, Roman and Byzantine Empires. After the Medieval world which was under the influence of Popery, the process from Renaissance to modern diplomacy had been accelerated. Resident representatives, which first used in city states in Northern Italy between the end of 14th century and beginning of 15th century, revolutionized the practice of diplomacy used at the time. Actualizing the permanent relations between states transformed diplomatic privileges, which were used determinately and apart from legal foundations, into one of the main institutions of diplomacy. After the codification works, the tacit law aspect of diplomacy resulted in Vienna Convention on Diplomatic Relations on 1961.
