Institutional foundations of modern high-technology development: experience of foreign countries

Abstract
This article describes a qualitative model of the innovation environment developed by the author to analyze the main factors affecting the creation and development of high-tech industries. The basis of the model is economic, technological and institutional factors, which were most often used in the practice of creating and developing industries that differ in innovative dynamics and the volatility of technological development in various countries of the world.
