INSTITUTIONALIZATION OF INNOVATIVE LEADERSHIP ON THE WAY TO DEMOCRATIZATION OF GOVERNMENT MANAGEMENT IN UKRAINE

Abstract
Role of institutionalization of innovative leadership in optimization and democratization of the activity of state institutions in Ukraine is considered in the article. There are significant differences between the situation in which the intervention of the leader is limited only by a certain guiding role in determining the strategic directions of the formation of democratic institutions and by the state when the leader of public institutions fully submits to the leader. It is emphasized that innovative leadership can become the main principle and way of organizing power relations only in the conditions of the existence of civil society with the active position of the vast majority of social actors.
