INTERACTION HUMAN CAPITAL AND INNOVATIVE DEVELOPMENT OF THE ECONOMY

Abstract
The issue of improving the methodology of human capital management as a determining factor and necessary condition for activating innovation development is researched in the article. Approaches to identifying the essence of human capital and the impact on economic growth are considered. It is noted that, as for the whole country as a whole, and for the regions, the prospect of further innovation development is largely determined by the quality of human capital and, above all, its intellectual component. The article analyzes human capital from the standpoint of different levels, such as: macro, meso, micro, nano. It is indicated that the core of human capital is the competence and application of the qualitative approach. The task of growth of intellectual capital with the purpose of innovation development is in the plane of forming the totality of competencies of human resources corresponding to its requirements, as well as the provision of investments. An indicator of efficiency can be the profitability of investment in competence, which is defined as the ratio of GDP to the amount of household expenditure on education, public investment in the development of education and science, the cost of enterprises and organizations to increase the professional level of employees.
