INTERETHNIC RELATIONS IN THE EUROPEAN UNION AND THE CONCEPT OF EUROPEAN CIVIL SOCIETY

Abstract

Globalization by itself leads to quick alliance which on European soil is started on economic level with European Economic Community, later on, emerged the necessity of full political connection which is at the same time essential, and harder to achieve. European Union strives to consolidate unity with building the “European Identity”, however this formation is in early stage. Crucial, to perceive the realization of this concept so far, are the opinions of the experts, through their attitudes we could find out how successfully is implemented towards achieving European Civic society. Do they believe in the concept of “European civic society”? In the European member states there are ten interethnic conflicts. These interethnic conflicts are showing the necessity of creating applicable measures by the European institutions to overcome them, and create functional European Identity, which will lead to stronger political union. Firstly, this paper covers the way of preventive diplomacy practiced by the European Union for interethnic conflicts in its borderline. Secondly, gradation of each interethnic conflicts presented in the European Union such as Estonian case with Russian national minority, Spanish with Catalonian national minority, in Croatia with Serbian national minority, in Romania and Slovakia with Hungarian national minority, in Spain with Basques’ which are ethno-nationalists, in the North Cyprus with Turks and Corsicans in France, the both are ethno-nationalists, also there is an interethnic conflict in Belgium, between Flemish and Walloons communities. Each of these interethnic conflicts in the boundaries of the European Union has different level of intensity. The last two parts cover the concept of European Identity and research which is conducted in 2016 with the fifty experts in the field of interethnic conflicts and multiculturalism. In conclusion, this paper confirms the necessity of replacing the ethnic nationalism with civic nationalism in policies, as well as, in all levels rhetoric. The main objective of this paper is to make clear picture of all interethnic conflicts in the boundaries of European Union nowadays and to analyze the possibilities of measures for multicultural societies which are crucial for overcoming ethnocentrism. All of this above mentioned is essential change for European Union to reinforce its position in the actual multipolar world.
