International customs cooperation of Ukraine: current state and prospects for development in the conditions of european integration

Abstract
In current conditions of European integration, the role of international customs cooperation of Ukraine is very actual in the context of resolving the urgent problems in the work of customs bodies, the removal of the national customs system from the stagnation state and the transition to a new qualitative stage of development, the harmonization and unification of customs standards, the use of progressive customs technologies and tools. The purpose of the work is to investigate the current state, problems and perspectives of development of international customs cooperation of Ukraine in order to increase the efficiency of the national customs system functioning and ensure its progressive development in the conditions of European integration. Today, Ukraine is a member of different customs organizations (the World Customs Organization, the Organization for Democracy and Economic Development, the European Anti-Fraud Office, etc.), the member of a number of international trade agreements, the subject of different international programs and projects to improve the efficiency and reform the customs authorities, has established contacts with customs administrations of foreign states. However, at the present stage, the low level of development of international customs cooperation of Ukraine can be traced. The key reason for such a state of affairs is the inadequate management of the national customs system, which resulted in the absence of a specialized department or a group of specific employees in the current organizational structure that would handle international cooperation issues. Thus, today an important task within the framework of reforming the customs system of Ukraine is the intensification of international customs cooperation in order to ensure the proper implementation of the provisions of the existing international agreements. Ensuring the implementation of this complex task is seen, first of all, through organizational reform of the structure of the customs authorities of Ukraine and the separation of an independent customs service along with the fiscal service with the further creation of the department on international customs cooperation. The key tasks of this department should be to increase the participation of representatives of domestic customs authorities in different international programs, projects, training events, special trade or customs missions, as well as to ensure the adequate implementation of recommendations of representatives of international organizations and customs authorities of foreign states on the reform of different components of the national customs system. This will allow obtaining valuable customs experience and recommendations, using advanced customs technologies and tools, representing national customs interests at the international level, etc.
