Abstract
The article discusses the introduction of administrative-territorial reform in Ukraine in the aspect of forming an association of territorial communities. The implementation of the reform will allow us to approve local self-government as the foundation of democracy, expand the powers of local councils by decentralizing the functions of public authorities, harmonizing national, regional and local interests.
