Journal Title: Conjuntura Austral: journal of the Global South - Year 2019, Vol 10, Issue 51

Abstract

The central objective of this paper is to explore an analysis of the document of Israel's National Defense Policy, released to the public for the first time in the history of the State (2015). As a secondary objective, it seeks to analyze the impact of the historical alliance of the United States and Israel in the Israeli Defense Policy, aiming at the analytical cut regarding the interpretation of the country regarding the definition of the enemy. The research is conduct by this problem: What is the role of the United States in the construction of Israel's current declaratory defense policy with regard to the identification of threats? The initial hypothesis considers that the threats identified by Israel are a product of the historical alliance and congruence of interests of both countries for the Middle East Regional System. It is argued that the congruence of interests of the United States and Israel translates into the strategy of regional balance alignment. For a better understanding of the reader, the structure of the text is divided into two sections that correspond to the objectives of the work: initially, it analyzes the structural changes of the post-Cold War period and the theoretical framework of systemic alignments; in the second section, it presents the study of the Israeli Declaratory Defense Policy, paying attention to the following factors: i) the case of Israel as a Regional Power; ii) the historical alliance with the United States; and iii) analysis of the document "The Israel Defense Forces Strategy" (2015). The methodology consists of the adoption of primary sources (analysis of the National Defense Document) and secondary sources (literature review on the topic).
