Journal Title: Conjuntura Austral: journal of the Global South - Year 2018, Vol 9, Issue 47
Abstract
The idea of conflict prevention was firstly introduced in the 1960s by the then UN Secretary General Dag Hammarksjöld. However, just in the post-Cold War era with the emergence of the new wars that the concept is elaborated and operationalized assertively. In the context of failed humanitarian interventions, such as in Somalia (1993) and Rwanda (1994), it was assumed that the financial and human costs of intervention in violent conflicts were higher than the political and economic costs of preventive action. It was necessary them to prevent conflicts before their escalation, providing mechanisms for conflict resolution at early stages. Having said that, the main goal of this article is to explore and analyze the conflict prevention mechanisms operationalized by Unasur and its South American Defense Council (SDC) since 2008 until 2017, in order to apprehend its contribution to bolster conflict prevention in South America. To do so it will be discussed the concept of conflict prevention and made a documental analysis of Unasur decisions, declarations, resolutions, provisions and releases from 2008 to 2017.
