Istota niezależności regulacji w gospodarce opartej na konkurencji. Przykład telekomunikacji

Abstract
Artykuł traktuje o roli regulacji rynkowych w warunkach, które odstają od warunków pełnej konkurencji. Dążenie do generowania wyników bliskich tym, jakie daje konkurencja doskonała w warunkach szerokiego spektrum różnych form rynkowych, obok zasad konstytutywnych narzuca potrzebę wdrażania zasad regulujących. Dla osiągania wysokich poziomów skuteczności - kształtowania korzystnych relacji w stosunkach regulacyjnych - regulator potrzebuje silnego wsparcia w postaci stabilnego prawa i profesjonalnej kadry ekspertów. A to wymusza konieczność niezależności regulatora.
