Joint undertakings of territorial communities, as ways to growth and welfare of every community member

Abstract
The article covers the legislative field concerning joint communal enterprises between territorial communities. The analysis of the basis for the establishment of permanent rela- tions of territorial cooperation in the sphere of communal enterprises was conducted. An example of communal property is attracted and investigated in Ukraine as a whole and in a separate region. The main ways of improvement of management of communal property by territorial communities, in particular cities, villages or settlements, are determined. The level of authority is shown on the basis of the normative-legal base of Ukraine. It was em- phasized that the level of potential of the territorial community is one of the most important elements of the system when creating joint establishments, enterprises, in particular com- munal property. The community capacity tool was developed and provided. The main points of realization of joint communal enterprise by territorial communities are noted. The process of realization of territorial cooperation between communities, aimed at creating joint com- munal institutions is outlined.
