JUSTIFICATION OF REQUIREMENTSTO THE ORGANIZATION AND REALIZATION OF SYSTEMATIC, EFFICIENT AND EPISODIC AIR QUALITY OBSERVATIONS WITH THE USE OF MOBILE ENVIRONMENTAL LABORATORIES

Abstract
Purpose. The requirements justification to organization and realization, as well as the development of systematic, active and episodic observations air quality programs with the use of mobile municipal environmental laboratories (MMEL). Methodology. The organization of integrated environmental monitoring of atmospheric air at the municipal level concidering differentiation data obtained from the systematic, active, and episodic observations results using a mobile environmental laboratory. Results. The combined requirements for the organization and measurements carrying out with the MMEL use with the observation posts differentiation on "background", "transport" and general network have been formed considering technical possibilities of pollutants concentrations measurements implementation by using the MMELvehicle. The operational observations scheme has been proposed. Additional conditions for active observations route points location selecting during the control measurements implementation at the microscale have been defined. Challenges for episodic observations organization due to MMEL in the vicinity of negative impact sources have been detailed and grounded. The conditions for the episodic research organization have been defined. The algorithm of episodic observations carrying out has been developed. General scheme of episodic observations organization on the observation "transport" route points. The peculiarities of organizing and conducting observations of physical factors of air pollution using MMEL have been found out. Originality. The possibility of implementing integrated (systematic, active and episodic) observations to monitor the atmospheric air state at the municipal level with the use of mobile environmental laboratories has been grounded. Practical value. Practical implementation of the proposed observing programmes will provide the solution of the following conceptual objectives: to provide the urban community as a whole, individual citizens, concerned organizations regardless of ownership with the information on the atmospheric air quality on the territory of municipality; to provide the control over atmospheric air state in the city due to the systematic (regime) observations of the general contamination level and by estimating the contribution of specific sources of negative impact through the organization and conduct of active and systematic observations on these objects sanitary-protection zones boundary; to obtain differentiated information from monitoring system in the quantity and quality sufficient enough to justify administrative decisions in the sphere of atmospheric air and urban population protection.
