CONCEPTUAL BASIS FOR THE DEVELOPMENT OF COMPLEX MONITORING SYSTEM ZONE RADIATION ACCIDENTS

Abstract
Purpose. Study of the optimal method of comprehensive and continuous operational monitoring environmental ra- diation and the environment to obtain the required volume of reliable high technology information. Methodology. The paper used methods of system analysis, ordering and comparing the data. Results. Radiation danger and the threat of radiative effect on population are investigated on the territory of Ukraine. International mobile laboratory complexes of general control and of estimation of radiation accidence consequences are analysed. They also give proofs of the neces- sity of creation of native mobile laboratory complexes. Main tasks, functions, structure and standards of modern multi- functional mobile laboratory complex are defined. Main characteristic features of its subsystem are given. Originality. Systemic integration of means of radiative situation measuring based on mobile laboratory complex; programming ap- paratus surroundings View Point; structure scheme of mobile laboratory complex equipment of general estimation; forecasting radio-ecological consequences of radiative accidences are also submitted. They determine the main differ- ences between suggested mobile laboratory complex of radiation control and the existing one. Practical value. The possibility of integrated assessment of radiation risks, forecasting occurrence and development of emergencies, rapid implementation, development and implementation of immediate measures to eliminate and mitigate the possible effects of radiation accidents.
