Abstract
the article is concerned with the state of training top-qualification personnel within the framework of postgraduate studies in the conditions of change of its place in the Russian educational system. The article analyses the concept of "postgraduate studies crisis" and its reasons, as well as productivity assessment criteria for postgraduate studies.
