KENT KONSEYLERİNİ YENİDEN DÜŞÜNMEK: TÜRKİYE KENT KONSEYLERİ BİRLİĞİ’NE ÜYE OLAN KENT KONSEYLERİ ÜZERİNDEN BİR DEĞERLENDİRME

Abstract

Türkiye’de kent konseyleri ile ilgili birçok akademik çalışma bulunmaktadır. Google arama motorunda “kent konseyleri, pdf” şeklinde arama yapıldığında 39.500 sonuç çıkmaktadır. Bu kadar çok üzerinde durulan ve yazılan bir konu ile ilgili olarak yeni bir şeyler ortaya koyabilmek zor gibi görünse de çalışmada kent konseylerinin etkinliği ve etkileri, Türkiye Kent Konseyleri Birliği’ne üye olan kent konseylerinin görüşleri ile açıklanmaya çalışılmıştır. Araştırma kapsamında görüşmelerin kent konseyleri başkanları veya genel sekreterleri ile yapılması planlanmıştır. Bu görüşmeler neticesinde çalışma, kent konseylerinin işleyişinde ortaya çıkan sorunları bir nebze de olsa tespit etmede ve çözüm üretmede katkı sağlamayı amaçlamaktadır. EXTENDED SUMMARY Background The idea of city councils was suggested during the Earth Summit organized by the United Nations (UN) in 1992 and its infrastructure was prepared within the context of Local Agenda 21. Turkey met Local Agenda 21 in 1996 in the Habitat II Conference organized by UN in Istanbul, and the Cabinet Decision in 1997 led the establishment of city councils. It was legalized with the Municipal Law Act No.5393 in 2005. Today, city councils are considered as an important tool for the development of local democracy, increase in participation, and providing governance. For this reason, the functioning of city councils is extremely significant. Purpose In this study addressing the city councils in Turkey, the significance and development of city councils, and especially how the administrators of city councils consider various problems that arise in its functioning are examined. The main question of this study is: “What is the current situation and problems of city councils in Turkey?” In that framework, the aim of the study is to reconsider city councils in Turkey by interpreting the results obtained through qualitative analysis. In this study, city councils are approached by three different aspects: local democracy and participation; the relationship between city councils and the municipality; and city councils and the budget problem. In accordance with the main question and sampling of the study, the relevant literature has been reviewed and various questions have been raised to be addressed to the city council governors, regarding service presentation regarding the purpose of its foundation; the level of competence of municipality and working groups; the comprehensiveness of city councils; the inclusion of all actors in the decision-making process; having the principal and practice beyond parties; accounting to the citizens in terms of functioning and action; the existence of web page; the recognition of city councils; having knowledge on city council regulations; the active participation in city councils; the adequacy of participation in city councils; the working systematicity between city councils and local governments; the cohesiveness of city councils; and the independent budget of city councils. Method In this study, Turkey City Councils Union having 86 members has been selected for sampling, however; only 44 city councils could be reached. The governors of city councils were contacted via telephone or email, and semistructured interview was conducted. For telephone interviews, note-taking method was used. As the number of interviewees were high, instead of descriptive analysis, the common views of the participants, their yes/no answers to the questions, and some significant expressions were taken into consideration. Findings In this study, it was concluded that; the city councils had formed assemblies and working groups in different numbers and names; the city councils are regarded as an important tool for providing the notion of local democracy; their actions are in accordance with the purpose of their foundations; they have the principle and practice for working beyond parties; they do not use the local and national mass media, websites, and social media effectively; the recognition of city councils is low; there is adequate participation; the decisions taken in city councils being recommendations and having no cohesiveness do weaken the participation; and city councils should have their own budgets. Conclusions In this study, it was concluded that not everything was according to the aim of city councils in Turkey. In order to establish and solve the problems, local governors at local level, and central government at national level need to take responsibilities. In this framework, in order to solve problems between city councils and municipalities such as budget, legal entity, and sanction, city councils are required to be reconsidered, which will lead to some amendments in the current legal regulations.
