Abstract

Itinerant trade license for Izrael Jankiel from Kalwaria, issued in 1802. Lands seized by Prussia as a result of Third Partition of Poland were incorporated into the Prussian state as a province named New East Prussia. Prussian authorities have quickly changed the methods of administration of the captured territories. Changes included the status of town inhabitants, rural population and Jews. Rights of the latter were significantly limited. In 1797, a General Statute for Jews was enacted. All Jews were registered in a general register. They have received so-called letters of protection, without which they had no right to sojourn within the province. Jewish self-government was abolished, and Jews were allowed to practice only a few professions, including itinerant trade. Such activity required an official license, which determined in detail both the territory, on which itinerant trade was permitted, and a list of goods that the merchant was allowed to buy and sell.
