КООПЕРАЦІЯ ЯК ОДИН ІЗ АСПЕКТІВ РОЗВИТКУ СІЛЬСЬКОЇ ЕКОНОМІКИ НА ІННОВАЦІЙНИХ ЗАСАДАХ

Abstract
Lukianova M., Hurska I. Cooperation as one of the aspects of rural economy's development on innovative bases. The article deals with the role and place of cooperation in the development of rural economy on the basis of innovation in the framework of a new paradigm of rural development. It is anticipated that activation of cooperative processes in rural areas will help to eliminate the imbalance between the active development of the agrarian sector and the degradation of rural areas. Ensuring sufficient organizational and economic foundations for rural development is possible due to the transition from focusing exclusively on agriculture to targeting on various sectors of a multifunctional rural economy, crowding out investment subsidies, involving all stakeholders such as public, private, non-governmental organizations and active citizens. The necessity of transition from declarative support of cooperative development priorities to effective stimulation of cooperative processes in the agrarian sphere is argued. Examples of co-operation in rural areas of Armenia, Georgia and Moldova are presented. The main problems of development of cooperation in post-Soviet countries are revealed: problems with leadership, education, lack of competencies; the general unwillingness of farmers to cooperate and the inexplicable benefits derived from cooperation; insufficient start and operational capital; lack of innovation and entrepreneurial spirit; commonly small sized farms and sometimes opacity (fuzzy) of the land ownership; fuzzy co-operative legislation and inappropriate tax policy; ineffective marketing and market access. The theoretical model of the possibility of co-operation has been proposed, using the definition of the level of coverage of potential participants by unifying processes. The revealed main factors influencing the possibility of co-operation are: level of trust, information support, favorable (pro-cooperative) climate. The main difficulties of co-operation are: low level of trust in the Ukrainian society, lack of necessary experience (skills and knowledge) in relation to joint activity, weak motivation to unite. Another risk is the lack of a proper information system to support the efficient information exchange between partners in cooperation. The main strategic directions of development of cooperation in the agrarian sphere are outlined: development of cooperation in the field of production, production service, material and technical support of product manufacturers; development of cooperation in the field of harvesting, processing, marketing of products; development of cooperation in the sphere of communal, social and cultural services of rural population; development of cooperation in the field of financial and credit services of the population and business structures; establishment and development of effective integration bonds between different types of cooperative organizations operating in rural areas.
