КУЛЬТУРНА ДИПЛОМАТІЯ УКРАЇНИ У ФРАНЦІЇ (1991–2017 рр.)

Abstract
У статті розглянуто особливості формування та реалізації проектів культурної дипломатії України у Франції. Розвиток політичних, оборонних, торговельноекономічних та гуманітарних зв’язків становить єдину систему двосторонніх відносин. Франція традиційно орієнтувалася на Росію. Зв’язки з Україною до російської анексії Криму та агресії на Донбасі залишалися на периферії французької дипломатії. Ця реальність складалася внаслідок недоробок української культурної дипломатії у Франції. Майже за чверть століття не вдалося змінити ієрархію інформаційних потоків, аби привернути увагу французької еліти і суспільства до України. Певні зрушення відбулися тільки після Євромайдану. The paper is focused on researching the specific features of implementing the factors of culture diplomacy in Ukraine-France cooperation within the 25 year anniversary of diplomatic relations between these countries. The research emphasizes the multisided aspects – including the historical, political, defense, trade, economic and humanitarian ones – in Ukrainian-French relations within 1991-2017. For this purpose, the basic tendencies of developing Ukrainian-French political relations as the background for launching the strategy of cultural diplomacy are analyzed. The evolution of the legal base of cooperation between Ukraine and France is under study in the paper. The dynamics of interaction between the cities of Ukraine and France, and the main features of both countries in scientific and technical spheres are pointed out. The paper highlights the impact of Ukrainian-French cooperation in the field of culture on common bilateral relations. This aspects of the research results in studying the objective and subjective conditions of limitation on the negative effects of asymmetry of Ukrainian-French relations in order to ensure Ukraine's national interests in relations with France. The paper stresses on the fact that Ukraine’s cultural diplomacy strategy not only shapes the positive image of Ukraine in the French society with developing the fruitful cooperative events in the fields of art and education but also functions as a definite external policy’s toolkit for framing the bilateral/multilateral negotiations. These steps can result in enhancing social and cultural cooperation of these countries and promoting Ukraine’s interests in France. The urgency of this aspect of the research is of great necessity within the hybrid aggressive policy against Ukraine and in concern of France’s active role in capacity of an EU country in solving the conflict in the east of Ukraine. The research concludes that the fact of promoting cultural cooperation is an vital factor of shaping Ukraine’s image in Europe, which positively contributes to the process of implementing the European direction of Ukraine’s external policy development. Conducting a variety of cultural events not only enables introducing Ukraine’s cultural traditions to the French people but also encourages Ukraine-France cooperation at the innovative frame.
