Abstract
The present study is based on the exercise of the political power in differences of interests and aspirations between the governing and the governed ones. This situation of differences makes us remember the history of Congo since 1960 till 2017 when political and administrative powers by domination of the center on the remote are exercised. Although before all, practically, all foreseen multiparty in their respective constitution, most African States haven’t started the transition towards the democracy other than from the end of the years 1980S, thanks to the strong aspirations of Africans themselves to the more freedoms and as well to the firm injunctions of the western money-lenders and of the international financial institutions. Concerning the democracy we need to know that there are three phases in which the under state control system has known in its socio-politic; - That of the state of condominium which remained characterized by a democracy of absolute type more or less by procuration ; - That of the patriarch, state marked by the advent of the unique party ; - That of the state of democratic transitions. The statement of the experience of democratic transitions in Africa is stipulated by Robert A. Dhal that the continent knew three categories of countries ; - The countries in encouraging democratic transition ; - The countries in laborious democratic transition ; - The countries in immobilized democratic transitions in a democracy of alibi. The D.R-Congo is a long-time evidently classifies itself in the later category of countries marked by all sorts of tramping. The challenge to pick up here is that of the passage of comestic and mystifying to a democratic experience of rooting and enlarging in the basis of an active and living democracy.
