LAW-COMPARATIVE ASPECTS OF THE RELATION BETWEEN THE EUROPEAN UNION AND BENEFICIARIES OF THE SUPPORT FUNDS

Abstract
The subject of the article is identification and analysis of the relationship between the European Union and beneficiaries of the support funds. The author refers to provisions of the treaties on historical background, indicating how during the last sixty years the competences of both the Community institutions and the member states have been shapedin the area of the nowaday development policy. The multitude of law regulations, either on the EU or domestic levels, is one of the main risk factors in the implementation of the projects co-financed from the structural funds in Poland. Distribution of the European financial resources is an area which lies on the border of international, civil and administrative laws. It makes the procedures associated with the co-financing of undertakings more complicated. Systematizing of the European and domestic laws, clear outlining of competence and liabilities for all the participants of the spending structural funds process (beneficiary - member state - EU institution) will be essential for their effective use by Poland in the Programming Period 2014-2020.<br/><br/>
