LAWFULNESS OF BEHAVIOR AS A SIGN OF THE USE OF ADMINISTRATIVE RULE

Abstract
The article analyzes one of the signs of use as a form of implementation of administrative rule, which is the lawfulness of behavior. It is substantiated that both the use and non-use of the right granted by the administrative rule corresponds to such a feature of the use of the norms of law, as lawfulness. Possible cases of improper behavior are analyzed in the process of using administrative rules, in particular the abuse of rights. It is pointed on the shortcomings of the standard adjustments of these items.
