LEGAL AND ORGANIZATIONAL FOUNDATIONS OF THE FUNCTIONING OF NATIONAL LAW ENFORCEMENT BODIES DURING THE PERIOD OF THE UKRAINIAN REVOLUTION 1917–1921

Abstract
In the article it is considered the issues of legal and organizational support concerning establishment of law enforcement agencies, their activities to protect public order, the fight against crime during the Ukrainian Central Rada, the Ukrainian state of Hetman Skoropadsky, the UNR during the period of the Directory. It is described the process of forming the legal framework of national law enforcement agencies in the con- text of the state-building processes in the period of the Ukrainian Revolution of 1917–1921. It is analyzed the organizational activity of the relevant bodies during the periods of Ukrainian Central Rada, the Ukrai- nian state of Hetman Skoropadsky, the UNR of the period of the Directory concerning the creation of a sys- tem of internal affairs bodies, organizational support, the definition of the main functions of their activi- ties, involvement in the protection of law and the fight against crime accomplished by public formations of self-defense and order protection. It is made the analysis of legislative and other normative legal acts, which contained both material and procedural norms, systematizing issues concerned with the ensuring the protection of law and combating crime in the process of state construction in the period of the Ukrainian Revolution of 1917–1921. It is indi- cated that they determined the procedure for bringing to justice responsible people for violations of the rule of law and the commission of crimes (procedural rules), measures of responsibility for them (material norms), and it is regulated the application of measures to combat offenses. It is specified the importance of studying the historical and legal aspects of the formation of the legal framework and the organizational and structural bases for the activities of law enforcement agencies dur- ing the period of the Ukrainian Revolution of 1917–1921 from the point of view of modern processes of re- forming the system of the Ministry of Internal Affairs of Ukraine, solving problems of legislative and orga- nizational and managerial support for the activities of the National Police.
