LEGAL IMPLICATIONS OF THE IMPERFECTION OF THE DESCRIPTION AND ACCOUNTING OF MUSEUM COLLECTIONS

Abstract
The article examines the legal consequences of the imperfection of the description and accounting of the museum collections, their inconsistencies with international standards for cultural values cataloging (regulations of the EEC, UNESCO, WCO, ICOM) (on the example of the Dnipropetrovs'k Art Museum, the Museum of Ukrainian Painting, the Dnipropetrovs'k National Historical Museum named after D. I. Yavornytsky and the “Catalog of the cultural values stolen from the state museums, reserves, institutions and private collections (1999 - 2009)”. The relevance of the introduction of international standards for the description of cultural objects in databases of various ministries would contribute to the fruitful interaction with international organizations and legal institutions providing the process of tracing, protection, restitution of illegally exported or annexed national cultural values, is determined in the article.
