Legal regulation of activity of ruler of apartment buildings.

Abstract
In this article, author examines legal basis of activity of rulers of apartment buildings in Ukraine, their legal status and regulation. On basis of provisions of current legislation author tries to summarize experience and le- gal regulation of rulers of apartment buildings through way of competence of state authorities and local govern- ment, their involvement in definition of its. As a result of researching of activity of rulers of apartment buildings author justified ability for formation of rulers market (rulers companies), focusing on systemic failures that complicate definition of its, suggested ways of improving legislation of Ukraine in researching sphere of social activity. It was determined that complication of forming owners apartment buildings register at stage of organi- zation of owners meetings is one of main organizational discourages arguments for practical implementation of procedure for definition rulers of apartment buildings.
