LEGAL REGULATION OF INTERNATIONAL COOPERATION IN COMBATING TERRORISM

Abstract
The article investigates the legal basis of a modern system of complex cooperation in the fight against terrorism. The basis of state policy in this area is the complex system of measures at the national and international levels. Naturally, the central component of this complex system of measures is the legal component – the creation and further improvement of legislation in the field of counter-terrorism, which fully takes into account modern threats and created a solid basis for ensuring the security of all persons who are on the territory of Ukraine. The current Ukrainian legislation in the field of effective counteraction to terrorism is analyzed – the Law of Ukraine “On Combating Terrorism”, the Criminal Code of Ukraine, the Law of Ukraine “On Prevention and Counteraction to Legalization (Laundering) of the Proceeds from Crime, Terrorist Financing and Financing the Proliferation of Weapons of Mass Destruction” National Security Strategy of Ukraine. It is established that the legal basis of international cooperation in the fight against terrorism can be considered as a multi-level system consisting of general provisions of international law, from which it follows logically illegal terrorism, special, concrete international antiterrorist agreements and regional normative-legal documents aimed at cooperation States in the fight against terrorism. It is concluded that the international instruments adopted over the last decades form a certain legal basis for mechanisms aimed at cooperation in the fight against terrorism. In particular, they contain an obligation to stop terrorist acts, to detain and release the perpetrators, to exchange the necessary information, to provide maximum legal assistance, and so on. The main directions of further development of international cooperation in the fight against terrorism, in which Ukraine could participate, are determined. In particular: joint operational activities; exchange of technology and experience in the production and use of technical and combat equipment; development and improvement of national legislation and international legal norms on cooperation in combating terrorism; definition of the system of principles and concepts needed to unify the approaches to assessing events and problems associated with terrorist activities; determining the place and role of the media in shaping the world public opinion about intolerance to terrorism in all its manifestations; increasing the role of non-governmental organizations and experts in international anti-terrorist cooperation.
