LEGAL REGULATION OF PAYMENT ADMINISTRATIVE SERVICES IN THE FOR MOF UKRAINE CITIZEN PASSPORT FOR TRAVEL ABROAD

Abstract
The scientific article is devoted to coverage of payment of administrative services in the area of Citizenship, Immigration and Registration of Persons. Reveals the question of procedure, including payment, to obtain administrative services in the form of a passport of citizen of Ukraine for traveling abroad. The state policy in the field of relations needs change. Thus, the sum of 170 hryvnia and do not cover the full cost of all the design and manufacture of foreign, especially biometric passports. But the state is better only to increase the fees for this type of document, then invent additional illegal payments. For example, the cost of the passport in some EU countries even cheaper than the actual price in Ukraine. In particular, the Spanish passport costs 25, 69 €, in the Czech Republic – 22, 18 € (600 CZK). Thus, regulation is necessary in this area to improve in two key areas: all fees for the most common administrative services are defined exclusively by the laws, and in no way subordinate legislation; develop and adopt a law «On administrative fee», which must be uniform title fees for administrative services; establish clear and uniform size of administrative fees for all types of administrative services.
