LEGAL SUPPORT OF ECOLOGICAL SAFETY IN RUSSIA

Abstract
Article is devoted to legal questions of ecological safety of the Russian Federation which causes deep alarm now: under the threat there is health of tens of millions of people; scales of ekologo-technogenic catastrophes grow, the danger of ecological terrorism and other threats caused by globalization processes is available; there is a pollution of food, drinking water supply, new types of pollution appear; disturbing tendencies of degradation of soils, reductions of a biodiversity, the wasteful use of natural resources leading to their irreversible exhaustion amplify; constitutional rights of citizens of Russia on the favorable environment aren't exercised fully. Authors legally bring up a question that prevention of global ecological threat, elimination of the factors causing it has to make sense of activity of the state and civil society today. Therefore studying of a problem of ensuring ecological safety has to happen in the context of formation in Russia of the developed system of democratic institutes, strengthening of civil society and revival of the strong state positioning itself as one of key players of the changing world order.
