LEVELS OF BANKING SYSTEM OF THE COUNTRY

Abstract
The main elements of the approach to the organization of the banking system, which optimizes the association of the banking system reliability and flexibility of filling the country’s economy credit resources within a common economic policy, are developed in the article. It is justified, that the main problem of the banking organization of the country is that the two-tier banking system is internally unstable (contradiction between profitability and liquidity management of the bank, cannot be adequately assessing the future risks, the asymmetry of information, etc.). This is confirmed by the types of processes of financial and economic crisis. A partial solution to this problem by going to the organization of the banking system, consisting of three levels – the central bank, clearing banks, deposit banks is suggested.
