Abstract
UK Здійснюється аналіз соціального інституту лобіювання через призму діяльнісного підходу. Зроблено висновок про те, що лобістська діяльність як цілеспрямований вплив на суб'єктів публічної влади має на меті задоволення групових інтересів (інтересів зацікавлених осіб). Її структуру складають суб'єкти лобіювання (представники), об'єкти лобіювання (суб'єкти публічної влади), дії суб'єктів лобіювання (вплив на об'єкти), засоби впливу та результати — офіційні акти (як дії, так і документи). Визначено, що лобіювання є однією з форм представництва групових інтересів. Виявлено природу лобіювання та визначено його поняття. Під лобіюванням запропоновано розуміти цілеспрямований вплив представника групових інтересів на суб'єкта публічної влади з метою відображення в офіційних актах інтересів зацікавлених осіб. Встановлено, що ефективність лобіювання значною мірою залежить від його правового механізму. EN The article analyses the social institute of lobbying activity through the activity approach. It was concluded that lobbying activity, as a purposeful impact on the subjects of public authority, aims at contentment of the group interests. Its structure consists of lobbying subjects (representatives), lobbying objects (the entity of public authority), the actions of lobbying subjects (influence), tools of influence and results that is official acts (both, documents and legal actions are taken into consideration). It was also determined that lobbying is one of the representation forms of the group interests and defined its nature and correct definition, which is the following: a purposeful influence of interested group representatives on the subject of public authority aiming at reflecting in the official acts interests of individuals. It was constituted that lobbying efficiency depends on its legal mechanism.
