LOCAL AUTHORITIES AS SUBJECTS OF IMPLEMENTATION OF THE NATIONAL POLICY OF DEVELOPMENT OF INFORMATION SOCIETY IN UKRAINE: GOALS, TASKS, FUNCTIONS, POWERS, DIRECTIONS FOR IMPROVEMENT

Abstract
The article focuses on a promising approach for the use of the potential of the information society in the activities of local self-government in Ukraine, which are in a state of reform. It is proved that the local authorities of Ukraine are subject to the implementation of national development policies of the information society in Ukraine, in collaboration with other stakeholders in order to achieve relevant policy objectives. Identified and studied basic concept of the implementation of local government policy in this development of the information society and information of the state. It is established that in order to achieve the strategic objectives of the policy, local authorities shall implement an integrated management, public-service and informational functions. Clarified the powers necessary to local governments for the implementation of these functions, as well as their character – mostly administrative-legal and legal information.
