MANAGEMENT ACTIVITIES IN THE NATIONAL POLICE: LEGAL, ORGANIZATIONAL AND INFORMATION AND ANALYTICAL SUPPORT

Abstract
Problem’s setting. In connection with the entry into force of the Law of Ukraine "On the National police" is actualized the problem of defining the mechanisms for the effective management of the national police. In the conditions of globalization of information space, special attention deserves a complex approach to solving the problem, based on the methodology of control theory, system analysis and simulation using modern information technology. Haraberush. Organizational, analytical and information support of administrative activity of internal Affairs bodies is the subject of numerous works of Russian scientists : A. S. Avcentiev, R.R. Aliullov, Y.D. Bluvshtein, V.Z. Vesely, S.E. Vitsin, I.V.Goroshko, V.A Dourdenko, A.P. Ipacian, V.M. Pashin, S.V.Skryl. The objective of the article. On the basis of a systematic approach to analyze and identify ways to improve management of the national police in the conditions of reforming of internal Affairs bodies of Ukraine. To solve this problem the analysis of the legal, organizational and information- analytical support system of the national police, the proposed model of managerial decision-making in the activities of the patrol service of the Ministry of internal Affairs of Ukraine. The main part. Legal support of system of national police which the Law of Ukraine "On the National police" is defined. On the basis of system approach the analysis of organizational support of system of national police is carried out and are revealed its three-level hierarchical structure. At the top level of hierarchy there is a Minister of Internal Affairs, on an average – the central governing body of police, on lower – territorial authorities of police. By the subject of management of police (the person making strategic decisions) it is defined the Minister of Internal Affairs of Ukraine, object of management – police divisions. Direct management of police is performed by the head of police. Information and analytical providing system of national police integrated the information retrieval system of law-enforcement bodies of Ukraine, thus the control unit in this system isn't realized. Conclusions. The proposed model of managerial decision-making in planning the activities of the patrol police. As prospect research raises the possibility of implementation of proposed methodologies and integration of software modules into the information system of the Ministry of internal Affairs of Ukraine. This will allow to automatically use the existing database information, update information when carrying out calculations and give operational recommendations for the adoption of effective management decisions.
