MARINE AND RIVER INDUSTRY IN UKRAINE: CORRUPTION ACTS, STATE, TRENDS

Abstract

The article presents an analysis of the state of affairs in the marine and river industry of Ukraine. The following aspects have been studied: history of infrastructure development; foreign experience is highlighted; training of personnel, especially of the lower and middle level; it will establish safety rules for the exploitation of craft, shipping and floating crew; state control and supervision, occupational injuries; investments and trends, prospects. Unfortunately, these aspects are related to the corrupt component, which is the main burden and it does not allow the industry to develop gradually. The main reasons, conditions and circumstances of such a negative state are given. There are ways out of a deep, long-term crisis. Today unfortunately, this area is inherent in: violation of navigation, rules of operation infrastructure, accident rate, high level of occupational injuries, fatal cases. In the industry, it is extremely necessary the reform, the corresponding state phased program (3-5-10 years), and at the very least there should be political will and desire, the interest of the government and the profile ministry in large-scale transformation. We are obliged to build an investment-attractive, competitive, truly European-level industry. It is very perpetual. The work outlines ways out of a deep, long-term crisis.
