VIRTUAL DWELLING RIGHTS OF INTERNALLY DISPLACED PERSONS

Abstract
Dwelling is one of the necessary elements of person’s living standard. The person needs in the home since the moment of his birth, it is maintained throughout his life and ceases after death. So the person’s satisfaction in the home is a very important social task. The problems of displaced persons, including residential ones, reach dangerous levels. Today, many internally displaced persons care for many state institutions and newly created organizations, and people's problems do not disappear. A number of important legal documents have been adopted that have to change the situation for the better, but everything rests on their compliance and the responsibility of authorized persons. Today, Ukraine is looking for ways to address the issue of providing housing rights for migrants, studying both the negative and positive experience of other countries. To find a home is a serious challenge for internally displaced persons. They can not integrate until they receive dwelling. In accordance with the International Covenant on Economic, Social and Cultural Rights, Ukraine must take appropriate measures to respect the rights of all citizens who have suffered in a result of hostilities in the east and annexation of the Crimea. Unfortunately, at this time, the state has no precisely defined financial program that would cover the dwelling needs of immigrants. And the main problem lies in the fact that the state will manage this in a round sum. Finding such funds is simply unrealistic. It can not be said that nothing has been done: the Ministry for Temporary Territories and Internally Displaced Persons, as a coordinating central executive body, has been established; adopted legislative framework, which establishes the rights and freedoms of internally displaced persons. The Ministry is currently developing and proposing a number of pilot projects. But the funds do not suffer catastrophically. It turns out that creating a pilot project is much easier than filling it financially. The situation with the implementation of the rights of internally displaced persons in Ukraine remains negative.
