SOURCES OF LAW IN THE SPHERE OF PROTECTING BY THE LAW ENFORCEMENT BODIES OF THE HUMANITIES AND FREEDOMS OF THE MAN AND THE CITIZEN IN UKRAINE

Abstract
The article substantiates the concept of a system of sources of law in the field of protecting human and citizen rights and freedoms in Ukraine. It is noted that the category «the source of law in the field of protection human and citizen's rights and freedoms» is related to the category «source of law», simultaneously it has its subject and method of its regulatory influence on public relations. Classification of the main types of sources of constitutional law in the field of the protection human and citizen rights and freedoms in Ukraine has been carried out. It is noted that along with such traditional sources of law as the Constitution and laws of Ukraine, an important place in the system of relevant sources belongs to international legal acts, universally recognized norms and principles of international law, form international standards in the field of protecting human and citizen rights and freedoms in Ukraine. The content of the category «the source of law in the field of protection rights and freedoms of man and citizen in Ukraine» and its essential features are defined. Sources (forms) of law in the field of protection human and civil rights and freedoms are the starting point both from the state and from self-governing institutions. Of particular importance the institution of public administration is, because it is closer to the problems connected with solving issues of protecting human rights and freedoms of citizens. The source (form) of the law in the field of protection human and civil rights and freedoms, it is the normative act of the public authority or public administration body, the territorial community, which includes the legal norms governing public-management activities in the field of protecting human opportunities and interests.
