MECHANISM FOR MANAGEMENT OF INNOVATIVE ACTIVITY OF THE ENTERPRISE BY PROGRAM AND TARGET APPROACH

Abstract
Purpose. The aim of the article is the development and scientific substantiation of the mechanism of management of innovative activity of the enterprise according to the program-target approach, which would best ensure the achievement of the set goals through fulfilment of the established tasks. Methodology of research. The theoretical and methodological basis of the research is the scientific works of domestic and foreign scientists on the subject, the Ukrainian legal and regulatory framework. The following methods of scientific knowledge are used in the process of research: comparisons and generalizations – for theoretical generalization, clarification of the conceptual apparatus, the formation of conclusions; analogy, grouping and analysis – for the development and theoretical substantiation of the mechanism of management of innovative activity of the enterprise; graphic – for visual display of research results. Findings. The essence of the program-target approach to management of innovative activity at the enterprise, which is orientation towards the future, target orientation, dynamism and local centralization of management, is considered. The principles of the program and target approach are defined and characterized, in particular: integrity, systematic, efficiency, consistency of goals, sustainability of goals, adequacy, accuracy, responsibility, scientific validity, controllability, comparability and efficiency. The mechanism for management of innovative activity of the enterprise is proposed, which is based on the program and target approach to management and consists of six stages: the target, preprogramming, software, organizational and practical, control and diagnostic and resultant. Originality. The mechanism for management of innovative activity of the enterprise is proposed based on the program and target approach, which, unlike the others, allows providing stable dynamics of innovative development through achievement of the goals of the enterprise and creation of conditions for its effective operation in the long-term perspective. Practical value. The obtained results of the research can be used in the practical activity of industrial enterprises of Ukraine, which carry out the development and implementation of innovative programs.
