Mechanism of the development of innovative potential of the agricultural sector of Ukraine in the context of provision of economic safety

Abstract
The article is devoted to the study of issues of improvement of the mechanism of development of innovative potential of the agrarian sector of Ukraine in the direction of ensuring its economic security and substantiation of the corresponding strategic imperatives. The purpose of the article is to study the scientific and applied principles of the functioning of the mechanism for the formation and development of innovative potential of the agricultural sector of Ukraine as a way of ensuring its economic security and maintaining leadership positions in the international market of agro-industrial products. Scientific novelty. The scientific provisions concerning the development of the mechanism for the development of the innovative potential of the agrarian sector are proposed, which includes an ordered set of principles, tasks, levers, methods (economic, administrative) and instruments of influence on the fulfillment of the target function as to satisfaction of the needs of the subjects in the results of use the innovation potential of the industry. The strategic imperatives of ensuring the development of innovative potential of the agrarian sector in Ukraine are defined. Conclusions. One of the main problems of the modern agricultural sector of Ukraine, which needs to be solved, is the lack of an effective mechanism for the development of innovative potential that will allow counteracting possible threats to ensure economic security, innovation and investment activity, use existing potential and, in general, maintain an adequate level of food security in Ukraine. The structure of the mechanism of formation and development of innovation potential of the agrarian sector, which is one of the key subsystems of the general system of state regulation, includes a set of methods (economic, administrative), principles, functions, tasks, levers and instruments of influence on the formation and development of innovative potential in globalization. . The strategic imperatives of realization of the mechanism of formation and development of innovation potential of agrarian sector in Ukraine are defined: development of strategy of innovative development of agrarian sector on the basis of effective use of existing innovative potential; modernization of the raw material component; structural reorientation for the implementation of organic production; use of investment incentives to support the innovative potential of the agrarian sector; the use of the benefits of public-private partnership in the context of the formation and implementation of innovation potential of the agrarian sector, etc.
