Abstract

Modern approaches to public administration suggest strengthening the role of the local community in strategic and current management and involving different segments of the population and social groups in this process. The article presents the methodological techniques of how to create communication strategies that should form the basis for the construction of information exchange between all participants at each stage of this process. The article describes an algorithm of five stages of a well-planned process of participation, including the formation of public opinion, information, feedback collection, involvement of local residents and partnership. The text of the article emphasizes that participation necessarily includes diagnosis, decision-making and action planning, implementation of a jointly developed plan and evaluation of actions. It is noted that the communication strategy is a key element of actions that increase the participation of people in the life of the community, as well as the stages of its planning. It is shown that the participation of residents in planning, their interaction and consideration of their ideas lead to the fact that they feel more responsible for the implementation of actions and are more willing to include them
