MENTAL FACTORS OF THE PROCESS OF FORMATION AND DEVELOPMENT OF LOCAL SELF-GOVERNMENT SYSTEM IN UKRAINE: A REGIONAL ASPECT

Abstract
The article deals with the influence of mental features of modern Ukrainian people on the process of formation and development of the local self-government system. The author emphasizes the insufficient knowledge of the issues of mental obstacles to the suc-cessful progress of our country which is considered as way of strengthening the democratic base of Ukrainian society. The poor level of the influence of scientific researches on the modern democratic practice is noted in the article. The author finds the root cause of the issue in the insufficient use of scientific developments in the practice of solving the problems of developing the local self-government system and the formation of democratic base of the society development. The development of the local self-government system is mentioned as one of the priority directions of the democratic base for-mation of modern Ukrainian society. This process is largely hampered by poor activity and lack of public awareness of the im-portance of personal participation in the activities of self-government bodies. The author notes the tendency to keeping a significant number of citizens who are not staunch adherents of democratic values and who accept the use of authoritarian approaches in the modern society management. The mental affection of the part of citizens to the hierarchical principles of management organization and the necessity to over-come the existing elements in the modern system of public administration are also mentioned in the article. The author states that Ukrainian society pays insufficient attention to the tasks of forming a consciousness that meets mental characteristics of citizens. It happens due to applying the instruments of general and civil education. The issues of using the educa-tional potential of a wide range of state institutions and civil society institutions of Ukraine are considered by the author.
