METHODICAL BASES OF THE QUANTIFICATION OF THE CONTRIBUTION OF THE MODERN UNIVERSITY IN THE ECONOMY OF KNOWLEDGE (THE EXPERIENCE OF THE UNITED KINGDOM)

Abstract

The objective of the study is to adapt the experience of universities in the UK, international consulting institutions to develop theoretical and practical basis for the implementation of the process of determining the contribution of the higher education institutions (HEI) of Ukraine in shaping economic indicators of the development of the area of deployment, region, national economy in the conditions of the formation and development of the modern economy of knowledge. It was concluded that the implementation of standardized analytical procedures to determine the full contribution of the modern university as «creative core» of the formation of post-industrial economy of knowledge at all levels of the influence – district, regional and national economy – can be significantly improved by expanding the areas and updating methodological approaches to research on an extended basis. Generalized calculations of direct, indirect and induced impacts of universities can be significantly enhanced by the study of economic effects of the implementation of the functions of centers of educational activities by the HEI, the role of the university as an employer, the profitable use of capital costs and ongoing costs for students and visitors, the importance of positions of the university as a center of researches, the international gateway to the city and the region, the university as a neighbor, providing open access to the qualitative education, helps to valuate price of the students’ volunteering work and the benefits that can be derived from the use of the university facilities. The study of the international experience and tendencies in organization of the innovative development of the universities in terms of the formation and development of the economy of knowledge led to the conclusion that they are significantly different for different countries, and the current situation in Ukraine does not cause a significant impact on the development of the national economy. To establish the degree of the efficiency of measures of the state regulation of the innovative development of modern universities in the scale of the national economy, their impact on the formation of resulting indicators of functioning of the economy of knowledge, it should be used, along with the researched ones, methods of forming of sub account of the scientific research and research and development works (R & D), in the structure of the satellite account of the education of Ukraine. The introduction of the sub account of R & D provides methodological and practical basis and serves as a factual basis for determining the scope and extent of direct, indirect and induced impact of the innovation active higher education institutions on formation of the indicators of employment and enterprise development based on the use of adequate to contemporary economic conditions approaches of the state regulation of the national post-industrial model of the economy of knowledge.
