METHODOLOGICAL ASPECTS OF DEFINING THE DEGREE OF ENTERPRISE’S READINESS FOR PREPARATION AND IMPLEMENTATION OF THE INNOVATION PROGRAM

Abstract
Purpose. The aim of the article is to development and scientific substantiation of the methodology of defining the degree of the enterprise’s readiness for the formation and implementation of innovation programs. Methodology of research. A scenario approach is the basis for the research of methodological aspects of defining the degree of enterprise’s readiness for preparation and implementation of the innovation program. In order to achieve the research objectives, a number of methods are used, in particular: general scientific methods of analysis and synthesis - for the theoretical formation of the essence and peculiarities of scientific problems to be addressed; abstract-logical and theoretical generalization methods - to generalize existing approaches to assessing the enterprise’s readiness to implement innovation programs; method of analysis - to assess the awareness of the management’s intention to implement the innovation program, the feasibility of preparing and implementing an innovation development program and assessing the ability to implement innovation projects; the method of generalization of the criteria of analysis - for assessing the positioning of an individual enterprise in the coordinate system of the model "intention - feasibility - opportunity". Findings. The use of a matrix for assessing the degree of enterprise’s readiness for the preparation and implementation of the innovation program, in which the key parameters are the motives of intention, feasibility and opportunity, is proposed. The criteria to assess the intention of the enterprise to implement the program of innovation development, directions for the analysis of feasibility of preparation and implementation of the innovation program, as well as factors influencing the ability of the enterprise’s innovation development, are singled out. The methodology of qualitative assessment of criteria groups of readiness for the preparation and implementation of the innovation program to satisfy the practical needs of the machine-building enterprises of the region is implemented. Originality. Matrices for the research of the degree of intention, feasibility and opportunity, taking into account the estimated reliability of the analysis, are proposed. Readiness of enterprise’s for the formation of innovation programs is determined according to the location of the criteria in the quadrants of each matrix, the complexity of the values of indicators, as well as the absence of shifting of the priorities into one direction or another. Practical value. The obtained research results can be used in assessing the level of enterprise’s readiness for the formation and implementation of innovation programs in the field of mechanical engineering.
