Methodological principles of formation and development of cross-border cooperation in entrepreneurship in the transboundary region

Abstract
The subject of the research – the article is devoted to the clarification and development of methodology and methodical tools for choosing the priorities of entrepreneurship development in the border areas, identifying the institutional environment and mechanisms of border cooperation, which ensure their innovative development. The relevance of the study is due to the fact that structural changes in the border regional economy, associated with the search for new forms of organization of space and increase the competitiveness of the territory. The use of such an approach is one of the important priorities of full realization of the potential of each territory and ensuring the development of the economy by improving the quality of socio-economic space. The purpose of the article is to study the methodological principles of the formation of cross-border cooperation in entrepreneurship in a transboundary region, and to determine the effective mechanisms for activating the development of small frontier entrepreneurship. Methodology of the work is the position of the theories of economic development and the concepts of entrepreneurship development on the basis of cross-border cooperation. Formation of the hypothesis concerning the study of partnership in entrepreneurship in the context of the development of cross-border cooperation and the substantiation of the proposal to strengthen the role of the development of cross-border cooperation in entrepreneurship in order to ensure the economic growth of the euro regions. The results of the work – the article proves that the formation of spatial poles of economic growth, including the border region, can be considered as a potential growth area, which in the future may spread to other parts of the national space. The methodological principles of formation and development of cross-border cooperation in entrepreneurship in the transboundary region are substantiated, the mechanism of improvement of the management system for the development of small border business is proposed, based on a combination of advantages and opportunities of administrative and market regulation of the business environment. The structure of the centers for the development of small border business is proposed, integrated into the existing infrastructure, which ensures the functioning and development of business and business environment in the Exclave. Conclusions – the development of cross-border cooperation should ensure the effective realization of social and economic interests as the region as a whole, and border communities, population and state interests. The use of this approach creates a favorable economic environment and provides investment attractiveness, an effective interregional division of labor, the organization of joint activities of enterprises in the region, the development of industrial infrastructure, provides a rational use of regional production and resource potential, the development of territorial economic complexes, the formation of flexible management structures, focused on active development of border areas.
