Methods of assessing the quality of public administration in the regions

Abstract
The article examines the methodology for assessing the quality of public administration in the regions. In particular, the method of data aggregation, which is based on the threshold rule: weights are not assigned to one or another component of quality, but aggregation occurs in such a way that high grades on a number of criteria compensate for the very low level of evaluation by another criterion. Regions with such an approach are compared not with any outside system of standards, but with each other. The proposed value of the service for the consumer is determined by the ratio of costs incurred and the results obtained. Taking into account that the consumer of public services often does not have the choice of the supplier, and also that most public services are inevitable in obtain- ing, the final value for the consumer will be the higher the lower the cost of receiving the service.
