METHODS OF PUBLIC ADMINISTRATION IN STATE CUSTOMS

Abstract
The paper concentrates on investigating the role and aspects of public administration methods in state customs. It determines the transformation scope of direct and indirect administration methods into non-tariff and tariff regulation measures of external economic activity, and substantiates non-absoluteness of indicated sectoral transformation of regulating impact means. The article confirms attributes of indirect methods peculiar to certain customs type with their simultaneous inclusion to non-tariff regulation measures group. It is suggested to improve the legislative definition of latter and is defended incentive usefulness as one of basic methods of public administration in state customs.
