MILLI MAJLIS OF THE REPUBLIC OF AZERBAIJAN IN THE FIRST YEARS OF RESTORATION OF STATE INDEPENDENCE (1991–1996)

Abstract
The article examines issues of restoring the state independence of the Republic of Azerbaijan and formation of a legislative body, the Milli Mejlis (Parliament). It also highlights the most important articles of the Constitution of the Republic of Azerbaijan on legislation, the laws and regulations adopted by the Milli Majlis, the role of the Milli Majlis in education, development and strengthening of the rule of law. On November 12, 1995, the Constitution was adopted. According to the law "On Elections to the Milli Mejlis of the Republic of Azerbaijan", deputies were elected by majority and proportional electoral system. The Constitution of the Republic provides for the division of power.
